The 84th Legislative Session in House Bill 1842 allows school districts greater local control and flexibility regarding certain state-level regulations in an effort to utilize the designation to better serve students. On September 26, 2018 the District Educational Improvement Committee (DEIC) voted to recommend to the HISD Board of Trustees the opportunity to develop a District of Innovation Plan. The Board discussed the District of Innovation on October 9, 2018 and signed a resolution to consider designation as District of Innovation on November 15, 2018. The Board also appointed the DEIC as the Innovation Plan Committee to write a plan. The DEIC met again on November 28, 2018 to develop a plan. The plan was posted on the District website for the required 30 days, after which point the DEIC held a public meeting to consider and approve the final plan that was adopted by the Board of Trustees on January 15, 2019. The adopted plan will remain in effect for five years (2019-2024). The plan may be amended at any time by the District of Innovation Committee with the approval of the school board.
